These Terms & Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," or "you") and phcity ("phcity," "we," "us," or "our") governing your access to and use of the phcity website located at phcity.one and all associated services, games, features, and content (collectively, the "Platform").

By completing the registration process, making a deposit, placing a bet, or otherwise using any part of the phcity Platform, you acknowledge that you have read these Terms in full, that you understand them, and that you agree to be bound by them. Your continued use of the Platform following any update to these Terms constitutes your acceptance of the revised Terms.

These Terms should be read alongside our Privacy Policy and our Responsible Gaming Policy, both of which are incorporated into these Terms by reference and form part of the overall agreement between you and phcity.

To be eligible to register and use the phcity Platform, you must:

• Be at least 21 years of age at the time of registration;
• Be a resident of or physically located in the Philippines at the time of play;
• Have the legal capacity to enter into a binding agreement under Philippine law;
• Not be a current employee, contractor, director, or officer of phcity or any of its affiliated entities, or an immediate family member of such a person;
• Not have a previously suspended or terminated phcity account;
• Not be registered on any self-exclusion list applicable to online gaming in the Philippines.

During registration, you are required to provide accurate, complete, and current information including your full legal name, date of birth, residential address, and a valid contact number and email address. phcity reserves the right to request supporting documentation — such as a government-issued ID, proof of address, or proof of payment method — to verify the information you have provided. Failure to provide satisfactory verification documents may result in the suspension or closure of your account and the withholding of any pending withdrawals pending investigation.

Each individual may hold only one (1) registered account on the phcity Platform. The creation of multiple accounts by the same individual — whether using different names, email addresses, payment methods, or devices — is strictly prohibited and constitutes grounds for immediate account termination and forfeiture of all balances.

You are solely responsible for maintaining the confidentiality of your phcity account credentials, including your username and password. You must not share your login details with any other person or allow any third party to access or use your account. All activity conducted through your account — whether or not authorized by you — is your responsibility.

phcity will never contact you by email, live chat, or any other channel to request your password. If you receive any such request purportedly from phcity, treat it as fraudulent and report it to our support team immediately.

If you suspect that your account has been accessed without your authorization, you must notify phcity immediately by contacting our support team. phcity reserves the right to suspend your account pending investigation of any suspected unauthorized access.

You are responsible for ensuring that all information held on your account remains accurate and up to date. If any of your registered details change — including your address, contact number, or payment method — you must update your account information promptly. phcity is not liable for any losses arising from your failure to maintain accurate account information.

All financial transactions on the phcity Platform are denominated in Philippine Peso (₱). phcity supports the following payment methods for both deposits and withdrawals: GCash, PayMaya, BPI, BDO, and Metrobank. Additional payment methods may be added or removed at phcity's discretion, and the current list of supported methods is always displayed on the Platform.

Deposits: Deposits made via GCash and PayMaya are credited to your phcity account instantly upon confirmation of payment. Bank transfers via BPI, BDO, and Metrobank are credited upon receipt and confirmation by phcity's payment processing team. The minimum deposit amount is ₱100 unless otherwise stated in a specific promotion.

Withdrawals: Withdrawal requests are processed subject to identity verification. phcity targets a processing time of five (5) minutes for GCash withdrawals following approval, though actual transfer times may vary depending on network conditions. Bank transfer withdrawals may take one (1) to three (3) business days. The minimum withdrawal amount is ₱200.

phcity reserves the right to request additional verification documents before processing any withdrawal. Withdrawals will only be processed to a payment method registered in the same name as the phcity account. Third-party withdrawals are not permitted under any circumstances.

All funds deposited into your phcity account must be your own funds, obtained through legitimate means. phcity has a zero-tolerance policy for money laundering and will report any suspicious financial activity to the appropriate Philippine authorities in accordance with applicable anti-money laundering laws.

phcity offers various bonuses and promotions to eligible players from time to time. Each bonus or promotion is subject to specific terms and conditions that will be communicated at the time the offer is made. These specific terms — including wagering requirements, eligible games, minimum deposit amounts, maximum bet limits, and expiry dates — form part of these Terms and must be read carefully before accepting any bonus.

General bonus rules that apply across all phcity promotions unless otherwise stated:

• Bonuses are available to eligible registered players only and cannot be transferred between accounts;
• Bonus funds must be wagered the specified number of times before any withdrawal of bonus-derived winnings is permitted;
• Maximum bet limits apply when playing with active bonus funds — exceeding these limits may result in forfeiture of the bonus and any associated winnings;
• Not all games contribute equally to wagering requirements — contribution rates per game type are specified in the individual promotion terms;
• phcity reserves the right to withdraw, modify, or cancel any bonus or promotion at any time without prior notice;
• Bonuses obtained through fraudulent means, including the creation of multiple accounts, will be forfeited and the account(s) involved will be permanently closed.

phcity's decision on all bonus-related matters is final. If you have a question about a specific promotion, contact our support team before accepting the offer.

All games available on the phcity Platform — including live dealer games, slots, bingo rooms, and fishing games — operate according to their individual game rules, which are accessible within each game interface. By participating in any game, you confirm that you have read and understood the applicable game rules.

Random Number Generation: All non-live games on the phcity Platform use certified Random Number Generation (RNG) technology to determine game outcomes. RNG systems are regularly tested and certified by independent third-party auditors to ensure fairness and unpredictability of results.

Live Dealer Games: Live dealer games are streamed in real time from professional studios. The outcomes of live dealer games are determined by physical game elements — cards, roulette wheels, dice — operated by trained dealers under controlled conditions.

phcity reserves the right to void any bet or game round where a technical malfunction, software error, or human error has materially affected the outcome. In such cases, the affected bet amount will be returned to the player's account. phcity's decision on the validity of any game round is final.

Winnings from games are credited to your phcity account balance automatically upon the conclusion of each game round. phcity is not responsible for any losses arising from a player's misunderstanding of game rules or mechanics.

The following conduct is strictly prohibited on the phcity Platform:

• Registering more than one account, or registering on behalf of another person;
• Providing false, inaccurate, or misleading information during registration or verification;
• Using automated software, bots, scripts, or any artificial intelligence tools to interact with the Platform or gain an unfair advantage in any game;
• Colluding with other players to manipulate game outcomes, including in live dealer games;
• Exploiting software bugs, glitches, or errors — any such exploitation must be reported to phcity immediately;
• Using the Platform for any money laundering activity or to process funds derived from illegal sources;
• Engaging in any form of fraud, including chargeback fraud on deposits;
• Attempting to reverse-engineer, decompile, or otherwise tamper with any part of the phcity Platform;
• Harassing, threatening, or abusing phcity staff or other players through any communication channel;
• Using the Platform in any jurisdiction where online gambling is prohibited by law.

phcity strictly enforces the 21+ age requirement. We use age verification procedures at registration and reserve the right to request identity documents at any time. Any account found to belong to a person under 21 will be immediately closed and all funds returned to the payment source.

All content on the phcity Platform — including but not limited to the phcity brand name, logo, website design, graphics, text, game interfaces, software, and all other materials — is the intellectual property of phcity or its licensors and is protected by applicable Philippine and international intellectual property laws.

You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the phcity Platform for your personal, non-commercial entertainment purposes only. This license does not permit you to:

• Copy, reproduce, distribute, or publicly display any phcity content without prior written consent;
• Use the phcity brand name, logo, or any other trademark in any manner that suggests endorsement or affiliation;
• Create derivative works based on any phcity content;
• Use any phcity content for commercial purposes.

Any unauthorized use of phcity's intellectual property may result in legal action. All rights not expressly granted in these Terms are reserved by phcity.

The phcity Platform is provided on an "as is" and "as available" basis. To the fullest extent permitted by applicable Philippine law, phcity makes no warranties — express or implied — regarding the Platform's availability, accuracy, reliability, or fitness for any particular purpose.

phcity shall not be liable for any loss or damage arising from:

• Temporary unavailability of the Platform due to maintenance, technical issues, or circumstances beyond phcity's reasonable control;
• Any interruption, delay, or error in the transmission of data between your device and the phcity Platform;
• Unauthorized access to your account resulting from your failure to maintain the security of your credentials;
• Any decision you make based on information provided on the Platform;
• Losses arising from your participation in any game on the Platform — gaming involves risk and you accept that risk when you play.

Nothing in these Terms limits phcity's liability for fraud, gross negligence, or any other liability that cannot be excluded under Philippine law.

phcity collects, processes, and stores your personal data in accordance with our Privacy Policy, which is incorporated into these Terms by reference. By using the phcity Platform, you consent to the collection and processing of your personal data as described in the Privacy Policy.

phcity implements industry-standard security measures — including SSL encryption — to protect your personal and financial data. However, no method of electronic transmission or storage is completely secure, and phcity cannot guarantee absolute security of your data.

phcity will not sell your personal data to third parties. Data may be shared with trusted service providers who assist in operating the Platform, subject to strict confidentiality obligations, and with regulatory or law enforcement authorities where required by Philippine law.

phcity reserves the right to amend, update, or replace these Terms at any time. When material changes are made, phcity will notify registered players via email or a prominent notice on the Platform. The "Last Updated" date at the top of this page will always reflect the date of the most recent revision.

Your continued use of the phcity Platform after any amendment to these Terms constitutes your acceptance of the revised Terms. If you do not agree with any changes, you must stop using the Platform and may request account closure by contacting our support team.

These Terms and any dispute or claim arising out of or in connection with them — including non-contractual disputes — shall be governed by and construed in accordance with the laws of the Republic of the Philippines.

In the event of any dispute between you and phcity, we encourage you to contact our support team in the first instance. phcity is committed to resolving player complaints fairly and promptly. Our support team will acknowledge your complaint within 24 hours and aim to provide a resolution within five (5) business days.

If a dispute cannot be resolved through our internal complaints process, both parties agree to submit to the exclusive jurisdiction of the competent courts of the Philippines. Nothing in this clause limits your statutory rights as a consumer under Philippine law.
